These figures come from the City of Montréal’s open dataset Matières résiduelles — bilan massique (Données ouvertes de la Ville de Montréal), published under the CC-BY 4.0 licence. It reports, per borough and per year, how much material was collected and how much was diverted from landfill.
These are modelled annual estimates, and the method used to calculate recovery rates has shifted over the years — so read year-over-year changes as directional, not exact. Boroughs also differ in density and housing, so this is context, not a ranking.
